
The Railway Safety Regulator (RSR), in collaboration with rail industry operators and key stakeholders, is supporting the rail industry’s digital transformation through the implementation of the National Integrated Information and Monitoring System, known as NIIMS NextGen.
As the railway operating environment becomes more complex, the ability to capture, validate and use reliable safety information in a timely manner is critical. NIIMS NextGen enables the RSR and railway operators to convert safety and operational data into useful intelligence that supports evidence-based decision-making, risk-based oversight and targeted safety interventions.
The role of NIIMS NextGen
NIIMS NextGen provides an integrated digital platform for managing safety and regulatory information across the rail industry. It brings key processes, information flows and submissions into one coordinated environment, reducing reliance on fragmented manual processes and e-mail-based tracking.
Through automation, the platform will support more efficient workflows across key functions such as occurrence reporting, investigation tracking, asset management, safety permit processes, audits and inspections as well as new works and technology submissions.
As more quality data is captured, NIIMS NextGen will strengthen the foundation for advanced analytics and artificial intelligence. This will support better trend analysis, improved risk identification, predictive insights and a clearer understanding of high-risk areas.
The system is therefore an important enabler of integrated, automated, data-driven and risk-based railway safety management.
Phase 1 Go-Live
The Phase 1 Go-Live of NIIMS NextGen is scheduled for 30 June 2026.
From this date, railway operators will be required to use NIIMS NextGen for the following Phase 1 modules:
• Occurrence Reporting and Investigation Module
• Operator Asset Management Module
• New Works and Technology Module
Occurrence Reporting and Investigation Module
This module is an upgrade and enhancement of the existing occurrence reporting capability. It enables operators to report railway occurrences and manage related investigations through NIIMS NextGen, supporting improved reporting, investigation tracking and visibility of safety incidents across the industry.
Operator Asset Management Module
This new module enables operators to upload asset registers and maintenance plans onto NIIMS NextGen. It improves visibility of railway assets and supports better understanding of the condition, reliability and maintenance of safety-critical infrastructure and equipment.
New Works and Technology Module
This new module enables operators to submit applications relating to new works, technology, upgrades, changes and related projects requiring RSR review or approval. It supports improved coordination, traceability and processing of submissions relating to changes in the railway environment.
From the Phase 1 Go-Live date, submissions relating to new works and technology will be made through NIIMS NextGen, replacing fragmented e-mail-based submission processes.
Looking ahead: Phase 2
The implementation of NIIMS NextGen will continue in phases.
Phase 2 is planned for 1 November 2026 and will include:
• Safety Permit Management
• Audit and Inspection Management
• Penalty Management
Until the Phase 2 modules go live, operators must continue using the current approved processes and channels for those functions. Further communication on the transition to Phase 2 will be shared in due course.
A proactive safety imperative
NIIMS NextGen represents an important step towards a more integrated and data-driven railway safety environment.
By using the system effectively, the rail industry can improve the quality of safety information, strengthen oversight, identify high-risk areas and enable targeted safety interventions.
